I was wondering if anyone knows of an outdoor roller hockey rink open to the public in the area? One that's just part of a park or something

The only one we know of is over on Bainbridge Island, at Battle Point Park. Clearly, getting there and back is a huge obstacle, in terms of both time and money. We go over there about once a year to play. We would love to have something like this in NW Seattle but have not gained traction on any proposal to make it happen.
